Meeting these entry requirements ensures that all participants are prepared to benefit from the training and successfully achieve the NPORS Appointed Person certification.

Assessment

The NPORS Appointed Person (N401) course is assessed through a combination of theory and practical evaluations to ensure participants demonstrate both knowledge and hands-on competence in managing lifting operations.

NPORS Theory Test

A written or verbal test that evaluates your understanding of the course material, including:

  • Relevant legislation (e.g., LOLER, BS 7121).
  • Risk assessment and method statement preparation.
  • Principles of safe lifting operations and crane usage.

This test ensures you have a solid theoretical foundation for managing lifting operations.

NPORS Practical Assessment

A practical test to demonstrate your ability to:

  • Plan and supervise a lifting operation.
  • Use and select appropriate lifting equipment and accessories.
  • Assess risks and implement safety controls during a lift.
  • Manage crane stability and other operational factors.

This test assesses your real-world application of the skills learned during the course.

Risk Assessment and Method Statement (RAMS) Exercise

  • You will create a Risk Assessment and Method Statement for a lifting operation.
  • This ensures you can evaluate potential hazards, define safe methods for completing tasks, and document them in a professional format.

Lift Plan Exercise

You will design and document a safe lifting plan that aligns with legal and site-specific requirements.

This plan must consider:

  • The type of lift.
  • Equipment selection.
  • Personnel roles and safety measures.

Certification

The certification process for the NPORS Appointed Person (N401) course depends on whether the operator holds the requisite (S)NVQ qualification. Operators who do not hold the necessary (S)NVQ will be issued a Trained Operator Card, valid for two years from the date of application. Within this two-year period, they must register for and achieve the requisite (S)NVQ, including the unit credits applicable to the categories of plant covered by their Trained Operator Card. Once they achieve the (S)NVQ, they can apply to upgrade to a Competent Operator Card.

Operators who already hold the required (S)NVQ will receive a Competent Operator Card, valid for five years. In addition to the card, they will be issued a Continuous Professional Development (CPD) record and operator logbook, which will track their ongoing professional development activities and document their operating hours in the workplace. The Competent Operator Card is renewable every five years, provided the operator maintains their CPD and meets the required standards.

Key Points:

  • No (S)NVQ: Trained Operator Card valid for 2 years; must achieve (S)NVQ within this period.
  • With (S)NVQ: Competent Operator Card valid for 5 years, includes CPD record/logbook for professional development tracking.

FAQs

What does an appointed person mean?

An Appointed Person is a designated individual responsible for the overall planning, organisation, and control of lifting operations in compliance with legal and safety regulations. This role is critical in ensuring that lifting activities are carried out safely, efficiently, and in accordance with the Lifting Operations and Lifting Equipment Regulations (LOLER) and other industry standards such as BS 7121 (Safe Use of Cranes).

Key Responsibilities of an Appointed Person:

Planning Lifting Operations:

  • Designing lift plans that take into account all relevant factors, including load weights, crane capacities, ground conditions, and environmental influences.

Risk Management:

  • Conducting detailed Risk Assessments to identify and mitigate potential hazards during lifting operations.
  • Preparing Method Statements to outline safe procedures for the work.

Compliance and Supervision:

  • Ensuring that all lifting operations comply with LOLER, BS 7121, and site-specific health and safety requirements.
  • Coordinating with crane operators, riggers, and other personnel to ensure clear communication and adherence to the plan.

Equipment Selection and Safety:

  • Selecting the appropriate cranes, lifting accessories, and other equipment.
  • Verifying the stability and suitability of equipment before use.

In essence, the Appointed Person takes a leadership role in managing all aspects of lifting operations, ensuring they are carried out to the highest standards of safety and efficiency. This role requires extensive knowledge of lifting equipment, regulations, and operational best practices, as well as strong organisational and communication skills.

Who is an appointed person in LOLER regulations?

In the context of the Lifting Operations and Lifting Equipment Regulations (LOLER), an Appointed Person is an individual who has the responsibility and authority to plan, supervise, and oversee lifting operations to ensure they are conducted safely and in compliance with the law. While LOLER itself does not explicitly define the role of an Appointed Person, the position is recognised in industry best practices, particularly under BS 7121 (Safe Use of Cranes), which provides detailed guidance on lifting operations.

Key Responsibilities of an Appointed Person under LOLER:

Planning Lifting Operations:

  • The Appointed Person ensures that all lifting operations are properly planned by a competent person. This involves identifying potential risks, selecting suitable equipment, and determining the safest and most efficient method to complete the lift.

Risk Assessment:

  • Conducting or ensuring detailed Risk Assessments are in place to identify hazards and implement controls for safe lifting operations.

Supervision and Control:

  • Ensuring lifting operations are supervised and carried out by trained and competent personnel, including crane operators, riggers, and slingers.

Compliance with LOLER:

Ensuring that all equipment used for lifting is:

  • Thoroughly examined at required intervals.
  • Safe for use and properly maintained.
  • Operated within its rated capacity.

Documentation and Lift Plans:

  • Preparing and approving Lift Plans and Method Statements, ensuring they address all relevant factors such as ground conditions, environmental considerations, and load stability.

Characteristics of an Appointed Person:

  • Competence and Training: They must have the necessary training, knowledge, and experience to fulfil the role effectively.
  • Authority and Responsibility: They are given the authority to make decisions about lifting operations and are ultimately responsible for their safe execution.

Industry Context:

While LOLER mandates that all lifting operations must be properly planned, supervised, and carried out safely, the Appointed Person plays a pivotal role in ensuring these requirements are met. Their work is aligned with best practices outlined in BS 7121, which complements LOLER by providing a detailed framework for the safe use of cranes and lifting equipment.

In summary, the Appointed Person under LOLER is a key figure who ensures lifting operations are conducted with the utmost safety, adhering to regulatory and best-practice standards.
