EUSR Combined Category 1: Locate Utility Services (HSG47) & Category 2: Implement Safe (Digging) Excavating Practices

Safe digging starts before the first spade hits the ground.

What is the EUSR Combined Category 1 & 2 Course?

The EUSR Combined Category 1 & 2 course provides delegates with the knowledge and practical skills required to safely locate underground utility services and carry out safe excavation practices.

This combined course covers two key EUSR categories:

  • Category 1: Locate Utility Services (HSG47)
This covers the minimum training and assessment required for those working to safely detect utility services using recognised and approved detection methods. It is aligned with HSG47 guidance on avoiding danger from underground services.
  • Category 2: Implement Safe (Digging) Excavating Practices
This covers the minimum training and assessment required for those working to safely excavate and maintain holes and trenches using hand tools and hand-held power tools.

Course Content

What can I expect from the EUSR Combined Category 1& 2 course?

The course combines theory and hands-on training, including how to detect buried utilities and excavate safely using hand tools. It is often referred to as HSG47 training, CAT and Genny training, or Safe Digging Practices.

During the course, delegates will learn how to:

  • Understand key legislation and guidance relating to underground services, excavation, construction and groundworks
  • Interpret utility drawings and line search documents
  • Use cable avoidance tools and signal generators, commonly known as CAT and Genny equipment
  • Identify the hazards and risks associated with underground utility services
  • Understand the limitations of detection equipment and utility drawings
  • Recognise the consequences and costs of utility strikes
  • Identify ground and soil conditions that may affect excavation work
  • Understand risk assessments and permits to work
  • Apply safe digging techniques when excavating around underground services

This course is suitable for anyone involved in locating underground services or carrying out excavation work, including:

  • Utility workers
  • Groundworkers
  • Construction and excavation teams
  • Site operatives
  • Supervisors and managers
  • Health and safety personnel

Entry Requirements

No prior qualifications are required. Industry experience may be helpful but is not essential.

Delegates should have basic English language skills to follow instructions, read utility plans and understand safety guidance. A reasonable level of physical fitness is also required for the practical elements of the course. Delegates may be required to bring suitable PPE, including a helmet, gloves, hi-vis clothing and safety boots.

Assessment

Assessment typically includes:

  • A written test to check understanding of utility location and excavation safety
  • A practical assessment to demonstrate safe utility locating and excavation techniques
  • Full participation in course activities and practical exercises

Certification

Successful delegates will achieve EUSR Category 1 & 2 Combined certification. EUSR registration is valid for three years following successful completion of training and assessment through an Energy & Utility Skills approved programme.
